The 50-State Initiative is an organization founded by Tony Stark in the aftermath of the Avengers Civil War. After the Civil War ended, with Captain America & a few other anti-registration associates in hiding, Stark affiliated himself with the United States Government &, as part of the Sokovia Accords, issued the 50-State Initiative, which called for one sponsored superhuman team for each state.
