The Black Widow Ops Program, formerly known as the Red Room, was the name of a secret Soviet-Russian training program that involved taking young women and turning them into elite spies and assassins known as Black Widows. Initially using psychological conditioning to make the Widows obedient, in which the program had shifted to using mind control. However, the program was terminated in 2016 when former Widows Melina Vostokoff, Natalia Alianovna Romanova, and Anna Romanova were able to free all the other Widows from their mind control, resulting the death of Viktor Egorav, who had been the leader for decades.
Sometime after the Snap, the Black Widow Ops Program was restored by Melina Vostokoff, who wanted to make a serious change by recruiting and training young women to provide aid to people around the world along with the Wolf Spider Ops Program. As the program was represented by Melina to the C.S.A., Secretary Thaddeus Ross accepted the proposal in allowing these widows to work with the C.S.A. For months, many old and new Widows had been working closely together with certain organizations and agencies around the world, such as S.H.I.E.L.D., S.W.O.R.D., Power Elite, United Nations, CIA, FBI, Damage Control, MI6, MI13, and MI5.
