At some point, a couple of Rumlow's remains were then claimed by the mysterious sorcerer known as Martin Preston, who used his own magic to resurrect the fallen terrorist and made this official candidate as part of the D.O.A.'s secret project that was kept by Sinthea Shmidt.

Originally, Brock Rumlow was extremely loyal to the ideals of HYDRA, including the Red Skull of who he claimed as a hero. While keeping his allegiance to HYDRA secret like the rest of the sleepers that were working inside the agency S.H.I.E.L.D., Brock pretended to be a friendly and most loyal companion to Steve Rogers, in which he played a role in saving his life while boarding the Lemurian Star. He was greatly impressed with Steve's abilities as a Super-Soldier, such as when Rogers jumped from a Quinjet without a parachute. However, this was all but a ploy as a way for him and those within HYDRA to get Steve to trust them completely and then be ready to eliminate him incase if he ever figured out the truth. Just when Captain Rogers exposed HYDRA to every S.H.I.E.L.D. loyalist in the Triskelion, Agent Rumlow threatened to kill Bruno Kreah if he did not launch the three Helicarriers for HYDRA's Project Insight.
Following HYDRA's defeat, Brock Rumlow completely abandoned his ideals towards HYDRA and became obsessed with only one thing - revenge. As for when he took up the "Crossbones" alias, his injuries completely changed him, thus becoming extremely unpredictable, unapologetic, vicious, arrogant, ruthless and murderous in any way while facing against his enemies. Brock was carelessly willing to sacrifice two of his men to kill Natasha Romanoff with a grenade and brutally attacked his opponent Steve Rogers with no remorse. When he was finally defeated, he did not hesitate to blow himself up if that meant that his enemies would die with him. However, before his death, Rumlow was proven to be an extremely sadistic person as he lied to Steve about the latter meeting with Bucky Barnes, when he taunted him, Rumlow seemed to be enjoying from the thing.
Sometime after being resurrected by Martin Preston, Brock became a loyal follower to Sinthea Shmidt, who too believed that HYDRA had become a failed state.

- Enhanced Durability: Due to severe nerve damage, Brock Rumlow didn't feel pain at all when Natasha Romanoff had attempted to electrocute him with her gauntlets. However, he still screamed in pain once his suicide vest went off, and the blast was contained against his body by Wanda Maximoff.
