Carmen Nobili was a former wrestler who was known to be adopted by Gordon Nobili and became the adopted sister of Joseph Raymond Nobili. After being enhanced with a different variant of the Super-Soldier Serum that was kept by the real Power Broker, Carmen was known to be the strongest of the family and helped in her father's plan to form an alliance with Charles Worthy in securing control over New Jersey City for HYDRA. This led to a conflict against the famous superhero Ms. Marvel, only to be betrayed by Mayor Worthy, who had hired the Watchdogs to annihilate all the enhanced. Even as the fight came to an end, Carmen was defeated by Ms. Marvel and then sent to the Raft.
