Colonel Iosef Karpov was one of HYDRA's leaders and a former member of the Soviet Armed Forces. Stationed at the Siberian facility, he was given responsibility over handling and deploying Winter Soldier. In December 1991, he sent Winter Soldier to assassinate Howard Stark and oversaw the expanding Winter Soldier Program. By 2014, Iosef had relocated to Cleveland, where he lived in hiding. However, he was found and tortured by Helmut and Helmutt Zemo, who then killed him when Karpov did not divulge information.
