Isabelle Hartley was the former Deputy Director and Commander of S.H.I.E.L.D., who along with Maria Hill, was appointed by Nick Fury as one of his loyal right-hands. In 2012, she and Agent Hill both oversaw the Avengers Initiative and the resurrection of Ohil Coulson. Two years later, she helped fake Fury's death when he was attacked by HYDRA, and worked alongside Steve Rogers, Natasha Romanoff and Sam Wilson to expose HYDRA's existence and terminate Project Insight. In the immediate aftermath of the fall of S.H.I.E.L.D., Isabelle joined Stark Industries to protect herself from legal prosecution while her rival Maria Hill joined C.I.A. and founded the agency T.I.M.E.. However, she stayed in touch with Ohil Coulson and aided him in his mission to hunt Grant Ward and Derek Young. The following year, she was informed by Agent Coulson that Loki's Scepter was in the possession of Harry Hauser in Sokovia, and passed the information on to the Avengers.
As a result of Ultron's attack on an Avengers party, Isabelle rejoined Fury as his second-in-command and assisted during the Battle of Sokovia to thwart Ultron's plans to destroy humanity. Following the Avengers Civil War, Isabelle left Stark Industries due to her involvement in helping Steve Rogers and his fellow Secret Avengers that violated the Sokovia Accords and went on to join Nick Fury's reformed Howling Commandos, a resistance military type team that provided aid to the Secret Avengers for the last two years. However, in 2016, Isabelle and Fury were among those killed during the Snap, an genocidal event orchestrated by Thanos, but five years later, she was resurrected by Bruce Banner and attended Tony Stark's funeral. While Fury was off planet and had been doing some work with Carol Danvers and H'jke Jeeku in continuing to search for worlds perfect for the Skrulls, Isabelle remained on Earth and joined Barbara Morse's W.C.A..
