Jacques Dupuy was an Algerian-French man who was a member of the Algerian Nationalist Movement and the French Resistance during the height of World War II. After being rescued by the famous Captain America, Jacques went on to join the Howling Commandos and would go on to become the next French Defense Minister after the end of the war. While serving as the minister for over eleven years, he was suddenly assassinated by the Winter Soldier.

Decades later in 2022, a year after the Blip, Bucky Barnes, who remembered Jacques as a very good friend and hero to France, continued to feel upset and a bit traumatized when he killed him while he was still brainwashed by HYDRA.
