Jefferson Hart was a colonel of the United States Army. However, after the war, he went on to work for the United States Department of Defense and allied with S.H.I.E.L.D. on some rare occasions. While he was known to be horribly racist, the former colonel would meet an unfortunate end when he was assassinated by the Winter Soldier under the orders of HYDRA.
