Marcus Scarlotti (Reality-199999)

Marcus "Marco" Scarlotti, also known as Doctor Whiplash, was a specially trained engineer, mercenary, and assassin who worked for HYDRA. He was one of the top candidates that were chosen to be part of the Winter Soldier Program and be given one of Howard Stark's version of the Super-Soldier Serum.
