Norman Virgil Osborn, known to the world as the founder of H.A.M.M.E.R. and the current leading figure of Oscorp, was a wealthy and brilliant scientist who had spent his years in working on scientific ways on how to save people from diseases. While his father had been running Oscorp, Norman had been working for S.H.I.E.L.D. during the time while Nick Fury was director and worked along with Doctor Barton Hamilton in creating a serum as part of some secret project that would grant any person enhanced physical abilities. However, the experiment went wrong and Norman would become the most notorious criminal known as the Green Goblin and even the Goblin King. Due to the serum's effects, he nearly caused serious havoc in New York City, but was stopped by S.H.I.E.L.D. and then cured by Mendel Stromm.
After HYDRA had revealed itself to the world, Norman, feeling so much guilt for what he had become, sought to eradicate every trace on how the formula was made, but was unaware that his old friend Barton Hamilton had kept some of the research and spent years on how to better perfect the serum. In hopes to continue his quest in helping people, Norman took over Oscorp after his father passed away and formed a new agency called H.A.M.M.E.R., which would be part of the C.S.A. and align with Oscorp. Even while supporting the Sokovia Accords, he had managed to survive the Snap and spent his years in hopes to recreate the Super-Soldier Serum, for he saw it as the next stage of human evolution and how it could be the key in saving people from diseases.
While he this close in completing his task, Norman learned that his son Harry Osborn, who had become the new "Green Goblin" and "Goblin King", had been leading the Goblin Nation and sought to create a powerful airborne gas that would turn every person into goblin-type mutates. Knowing that he had to do the right thing in helping his son, he injected a completed version of the Super-Soldier Serum and created a special-protective golden suit, thus becoming the Gold Goblin. With the help of his daughter Harriet and Spider-Man, he was able to cure his son with an anti-goblin serum that was designed to rid the effects of the serum.
