- "None of us knew the existence of Inhumans. Many people around the world declare these altered beings to be dangerous. The destruction of Sokovia has sent a red flag to us. The Avengers may have succeeded in defeating this Ultron that sought to destroy the world, but what I'm really disappointed is, is that we face a huge outbreak. Every enhanced person must comply to every law that is given to them. The Sokovia Accords will make a difference to us all. Those who don't wish to comply to the law will have to be prosecuted."
- ―Peggy Rae
Peggy Rae Burdick was a lawyer who is the wife of Blake Burdick. Before her marriage, she previously had a relationship with Scott Lang, but the two broke up. She became a member of the Lookups, a society to agree to certain laws that enhanced individuals, including superheroes, have to obey. Despite harboring a growing resentment towards enhanced individuals along with her husband, Peggy would side with heroes that put their names in the Sokovia Accords. When she learned that the Watchdogs were hunting registered Inhumans, Peggy was disgusted by this and considered this an act of war, fearing that powerful Inhumans would fight back and start a revolution against humanity.
