The Power Elite is an international counter-terrorism agency established by the Control and worked closely with the CIA. After the Sokovia Accords was put into place by the United Nations, Edward Harrison, Lewis Haywerth, Thaddeus Elliot Ross, Cecil Bayard Slinkard, who were members of Control, established the Power Elite in order to control all superheroes they can find and arrest Enhanced Individuals, who refuse to comply in registering.
