Lieutenant Ramon Garcia Perez is a former New York City Police Department officer who secretly was on Shades' payroll in the Stokes Crime Family. When Wayne Emerson was being pursued by both the police and the Fang Gang, he was exposed by Misty Knight and subsequently arrested. He was sent to Ryker's Island and became part of Wilson Fisk's growing criminal empire until he became a victim of the Snap.
