The Thunderbolts was of individuals who carried special characteristics. Founded by Secretary Thaddeus Elliot Ross, he opened a reform program as a way to give former villains or criminals a second chance, thus leading to the formation of the Thunderbolts.

Emil Blonsky[]
- Name: Emil Blonsky

- Description: At some point while remaining in Kamar-Taj, Emil had recently signed himself up to join the Thunderbolts at the request of Valentina Allegra de Fontaine, who had officially gave him a promise to have him pardoned. However, he decided to leave the team and return back to Kamar-Taj. Despite leaving the Thunderbolts, Emil was told by Jason Wong about Sam Wilson rebuilding the Avengers. As part of the 50-State Initiative, he agreed to the proposal since the world is better off to have the Avengers other than the Thunderbolts.
Abner Ronald Jenkins[]
- Name: Abner Ronald Jenkins

- Description: After being brought back by the Hulk five years later, he fought with the Avengers in the battle of Earth against an alternate version of Thanos and attended Tony Stark's funeral to honor the fallen Avenger for his actions in saving the universe. After Thaddeus withdrew from politics and chose to retire, Abner decided to withdraw from the Thunderbolts and decided to work with the Stark Industries and even the C.S.A.. When word was reached that Sam Wilson was reorganizing the Avengers and looking for recruits, Abner decided to join this team as part of the 50-State Initiative.
Brock Rumlow[]
- Name: Brock Rumlow

- Status: Incarcerated
- Description: Following the Avengers Civil War, Brock Rumlow was brought back to life by Martin Preston of the D.O.A.. Even while leading his crew, he was approached by Secretary Thaddeus Elliot Ross, who offered him a chance to join the Thunderbolts and to apprehend the Secret Avengers led by Steve Rogers. Seeking to fulfill his revenge on Steve Rogers, he accepted, but had to pause on that when he and his teammates had to form an alliance with the Avengers and the Wakandans to help to stop Thanos and his Endless Resurgence. He survived the Snap and went on to continue on his criminal activities, but still swore to kill Steve Rogers in the future. Months after the Blip, he and his crew were busy doing a job until they were all stopped by Bucky Barnes, who would have them delivered to the Raft for their crimes.

Helen Takahama[]
- Name: Helen Takahama

- Description: After being freed from Leviathan's control, Helen had recently been helping Melina to free the other Widows that were brainwashed in different corners of the world. However, she would be recruited by Secretary Thaddeus Elliot Ross to join his Thunderbolts. After surviving the Snap, Helen left the team and would later join the agency S.W.O.R.D. after meeting with Director Nick Fury. She also earned a spot in his Howling Commandos.
