While growing up, Timothy Chambers carried a massive xenophobia towards Mutants from around the world and believed that these people will pose a threat to every human society. In hopes to have all mutants to be identified and cooperate with every world government, such as the United Nations, he proposes the Mutant Registration Act as a possibly way to expose them all and have them killed
