The United States Hulk Operations, also known as Shadow Base, was a U.S. military organization that was founded by Thaddeus Elliot Ross, who had recently orchestrated a manhunt for Doctor Robert Bruce Banner. Years later, the United States Hulk Operations would fall under the control of General Reginald James Fortean, who became obsessed in wanting for humanity to evolve into a race of gamma humans.
