Valentina Allegra de Fontaine was a member of J.A.N.U.S., an organization that was interested in superpowered humans. A former member of Leviathan and one of HYDRA's surviving leaders, she once try to run as deputy S.H.I.E.L.D. director in the aftermath of the Snap. In the wake of the Blip, she recruited former Black Widow Anna Romanova. Following the death of the Avenger Natasha Romanoff, she paid a visit to Natasha Romanoff's grave to meet with Anna and offered her a mission to pursue Romanoff's supposed killer, Clint Barton. After John Walker's dishonorable discharge, he was approached by de Fontaine, who displayed surprise knowledge of the Super-Soldier Serum inside of him. Noting that some very powerful people now had interest in Walker, de Fontaine recruited him.
Later in the year, Valentina learned from Agent Brandon Kay about a shape-shifting race of aliens that were living on Earth and planning a Secret Invasion on the planet. After being reported of his death, she went on with her next stage to have all the Skrulls eliminated by forming a secret alliance with President Howard Mason, Sidney Eleanor Levine, Jason Rivera, Maria Hill, Mortimer Grimsdale, Secretary Thaddeus Ross, and other individuals to hunt them all down before they could plan their next move. To put an end to this threat, Valentina went on to allow Project Blossom to be put into action at once as a way for people to track down anyone who are Skrulls in disguise.
